Maybe we could have a key-command to immediately scroll, along with the
delayed scrolling as it exists--something like, hold down CTRL while
dragging to the edge of the map will scroll it without delay.

Scrolling at the edge of maps still works, but there is now a slight
delay before it kicks in, you just have to hold the counter near the
edge for a moment. This was added to prevent smaller maps from scrolling
as you dragged units on to or off of them. Perhaps the time delay could
be shortened a little, while still achieving the desired effect?
