In a slightly different order and some more detail:

The way to do this is use a Layer trait on your main counter and add the DONE 
marker as a layer. If you make the DONE marker as a smallish tranparent GIF, 
then it can overlay the main counter without obscuring it. Name your Done layer 
as 'Done' and set the Activate command to 'Mark as Done Ctrl M' and clear out 
all the other commands. Ctrl M now turns the DOne label on and off.

Your global key command will now send Ctrl M to all counters that match the 
property

  Done_Active=true

i.e. only send ^M to counters which have a Layer called 'Done' which is 
currently active.
