Hi Jeff,

Don't get hung up on resolution, it is all relative, VASSAL just displays each 
pixel in the image as one pixel on the screen, it basically ignores resolution.

Wha really matter is how big do the hexes end up when dsiplayed at 100% 
magnification? What size counter does this support? You want to aim at a hex 
size that will comfortably hold a counter between 45x45 and 75x75 pixels.

In the language of resolution, computer screens display around 72 dpi. If you 
scanned your map at 300dpi and want it to display in VASSAL at about real-life 
size, then you will need to scale it down to about 25% of the scanned size.

Once you have the size right, you need to look at reducing the 
dithering/stippling of the colors to allow the PNG compression algorithm to 
perform better.
