I get this all the time.  Simply save your module and then close VASSAL and 
relaunch and go back to edit and you can then add more zones.  A PITA but 
that's the only work-around that I know of.  I'm guessing that it may be some 
type of memory issue.

In fact, rule of thumb - if VASSAL isn't doing what you know it should be doing 
during an edit, save-shutdown-restart-edit.  If I mess around with tabs and 
menus, I wont see the changes a lot of times unless I shutdown and restart.  
It's a minor annoyance but I can live with it.
