I would guess it is a web-filtering solution that is blocking access for one of two reasons:
- The presence of the word 'Games' on the target page (most likely) - www.vassalengine.org in on a block IP list (less likely). What exactly do you mean you "can't login" to look at your games? You don't even need Internet access to run VASSAL and look at locally saved games or PBEM log files. The only things you will be blocked from doing is surfing the VASSAL Engine site (otr parts of it) and playing a module online against someone else.
