Actually, as implemented in the current 2.9 beta, GlobalKeyCommands that
apply to Decks with Shuffle=Always apply to a randomly-chosen set of cards.
It should work as I described.
One of the intended uses is to deal cards from a Deck to player hands all at
once. For example, in Bridge, you'd define a SendToLocation for each of the
four players, define a GlobalKeyCommand for each of the SendToLocation
traits, applying it to 13 cards from the Deck, and then roll all those
GlobalKeyCommands into a single toolbar button using a Multi-Action button.
