Hi Phil, The reference manual covers Game Piece Layouts and Images here:
http://www.garykrockover.com/vassal/vassal.tpl?SKU=13 and http://www.garykrockover.com/vassal/vassal.tpl?SKU=10 You'll need to do the graphics work in a graphics program though as VASSAL doesn't have any drawing tools like what you'd find in Cyberboard (for example). Oh, and also search for the word 'extension' on http://www.garykrockover.com/vassal/ as that's what you'll be looking at making (extension = "add-on").
