They would need to learn to use the editor to create a piece, but you can do
this already. It's called "Extensions". All you do is open your module for
creating a new extension, add in the piece (using a prototype you've already
created) then save it to the extensions folder to make it appear in the mod.
Now they just need to upload it to share with everyone else. And if you the
mod for your section, you can authorize anyone you like to be able to upload to
the folder on vassalengine.org.
But while it's possible, I've found it's better to maintain consistancy and
such and funnel contributions back to one person for posting or integrating
into the MOD. If you've got a lot of players quality control becomes an
important element.
