I looked at reimaging B5 cards (cut the image from existing jpg's and resizing). The image is only 4-5 KB. This would cut the B5 module size down to 10-15 MB, and would make it play using much less memory.
Another point, one does not have use the Vassal editor to create a module. The buildFile is simply text. So if you build a basic card in the editor, you could get the text string format needed in the buildFile. Then use a small reformating programming, like Perl(even awk or nawk), and you can generate the lines needed for all your Vassal cards. (This assumes you can find fan based description of all the cards. In my case, someone has already created a file containing all the text found on the B5 cards.) If you want to pursue this, I could help with the reformating tool. But first I would suggest that you make one card (of each type) using the Vassal module editor. Use prototypes. Include properties of everything you would even think of wanting in the card. Now I just have to figure out how to overlay the card image on the background. If so, a major revision to the B5 module may be forthcoming.
