Thing is, I have 'ignore grid' marked in the prototype for these cards.
And, I've tried it unchecked as well and have had the same problem.
 
I have no grid locations around the discard deck either.
 
Am I misunderstanding you?

Aha,

That rings a bell. Have fallen for this before.

What is happening is that you where getting a piece that was not
actually going into the Deck, but onto the board at a location at almost
the same place, due to turning of snapping. The mechanics of the Deck
drawing then means you cannot select that piece because it is
conceptually 'under' the Deck, even if the Deck is empty!
