Set a Map or Global level property to the number of pieces you want to be affected. Each piece only activates if the global property is still > 0, and then subtracts one if it is.

I played around with using the option for a key for all units that moved on the board, combined with a counter that only increments when the piece hasn't moved ever before (i.e. just came on the board). Then the piece takes that incremental value as it's exposed property. Definitely feels like I'm clubbing it with a stick though.
