If anyone is interested I finally solved this problem.
It was caused by MacAfee AV, although I'm unsure why (I never did like that program so 
I've never used it).  All we did in the end was to disable MacAfee, re-install my 
program, then re-enable and everything is now working fine.

double-clicking the exe using Windows Explorer, same result.  The odd thing is that 
the program sets a registry key to it's app.path value but it is returning C:\\ which 
is nonsense but would explain why it can't find the file.  Does anyone have any ideas 
how or why the app.path would apparently change like this?
