Its C++..

The 'Thing' in Thing::OtherThing is the member of the class 'OtherThing'..
In C++, this is a way of defining members of a class, where you define
only the prototypes (definition) of class members within the class and
write the body of the member outsite the  { } boundaries of the
class..
