Retirement Technology must increase Technical Analyst resources by a
significant percentage (more than 50%) above the existing staffing level.
These analysts will either work the major incremental projects, or will
backfill employee subject matter experts designated to work them.  They
must:

   - Provide functional and subject matter expertise
   - Elicit requirements using interviews, document analysis, requirements
   workshops, business process descriptions, use cases, scenarios, business
   analysis, task and workflow analysis.
   - Participate in requirements JAD meetings across functional teams
   - Possess strong communication skills, both written and verbal, in order
   to properly elicit and capture system requirements and functionality for
   future reference
   - Provide critical inputs to the sizing, planning and solution efforts
   - Help coordinate tasks among the application team, prioritizing
   delivery by both criticality and value
