I suspect you have the Open Source Edition (OSE) installed. It
doesn't support USB.

If you are entitled to use the Personal Use and Evaluation License
(PUEL) you can enable USB by:
- Uninstall OSE
- Install PUEL
- configure USB in the Settings GUI for every VM you need it for 
  (or use the VBoxManage command line interface)
