You should be able to use USB devices without creating filters beforehand by right clicking on the USB icon in the bottom status bar and selecting the device. Regarding USB devices not being available immediately after installation, but only on re-boot I assume that this code in the installer is failing on your system: [ http://www.virtualbox.org/browser/trunk/src/VBox/Installer/linux/install.sh#L444 ].
