1. ID platform (32-bit or 64-bit Windows). 2. Use the Microsoft-approved PERMALINK* to the runtimes: eg for 64bit https://aka.ms/vs/17/release/vc_redist.x64.exe 3. Fetch it, verify digital signature, and run it.
