I may be off-base here, and I'm no expert on the details of the VBox GUI.
However, I have had situations where, due to a custom color palette, I
ended up with the text color being the same as the background color.  It
appears that there's a code bug that is not populating the pulldown, but
the text might actually be there.

It might be instructive to set up another userid on your system that uses
an uncustomized desktop config.  Or if you have some old system sitting on
the shelf, do a full generic OS install, and see if the symptom appears
there.  (The behavior of this GUI should not be dependent on the age or
speed of the system it's running on.)

Another thing to try would be to click in the menu where the text should
be, and see what happens.  This would prove that the text is there.

It does seem that if this was a pervasive 'blank menu' issue, the VBox
developers would have found it during testing.
