I have rather similar symptoms with Ubuntu 6.06 LTS as the host and 
Windows NT 4 Server SP6a as the guest OS.

I only see 640x480 with 16 colours using the default Microsoft VGA driver.

I can select only 640x480 and 800x600 at 16 colours using the Innotek 
driver. Many other resolutions are available (e.g. 1024x768 with 65556 
colours) but they all give a scrambled display when tested. After 
selecting a new low-res (but working) setting, after reboot the driver 
fails to load (not installed or not configured properly) and the system 
reverts to the microsoft VGA driver.

I tried 16Mb, but it made absolutely no difference. However, a ubuntu 
guest (with the linux additions installed) is working perfectly with 
1024x768.

It seems to be a problem with the windows driver. The same driver is 
apparently supposed to work on all supported windows guest OS's.

I haven't found a solution yet. Can anyone suggest how to diagnose the 
problem further?
