A couple more things to check then.

Is /proc/bus/usb mounted?  This was the old way of accessing USB
devices, and if it is mounted VBox will fall back to using old code, so
none the other things I mentioned would not apply.  (If it is mounted,
check the mount permissions and options or unmount it).

If it is not mounted, take a look at the device nodes under the
/dev/bus/usb/xxx/ directories, and check their permissions, in
particular whether they are readable and writable for the vboxuses group.
