I have NOT studied the issue -- but I think that the answer to your 
question is a loud NO.  I understand that VirtualBox must be installed 
under the host operating system -- and your notion of "installing" it to 
no OS at all, just to a portable device which would be used on any host 
OS you happen to come across -- simply does not "fit" this model.

There are other ways to accomplish something similar, if I get it right, 
but they are more complicated -- and unreliable -- than the kind of 
thing i want to do.  And some systems (like those at some libraries) 
will resist most of your best efforts.

I hope, however, that someone else can be more positive for you and that 
you can make their ideas work.
