Matt,

I experienced similar issues with Win2k setup but my pattern looks
completely different so I think that it will not be very helpful for you.
Several months ago I copied my Win2k Prof SP4 CD to ISO image and I always
used this copy to avoid media errors. I installed Win2K without any issues
on both Windows XP and Ubuntu Linux hosts using 1.x VBox. Few weeks ago I
wanted to use fresh Win2k install but I noticed that I deleted my master
copy of VDI by mistake. I tried to make fresh install on Windows XP host and
failed with the same result as you described. I upgraded my VBox to 3.0.x
release (it could be 3.0.4 but I am not sure) with the same result. So I
tried the same on my Ubuntu 9.04 Linux and it worked without any issues. I
did not investigated it further because I just transferred my VDI file to
Windows and set up new virtual machine using it.
Notes: 
1. I use non-OSE VBox on my Ubuntu installed by aptitude from repository. 
2. My PC is dual booted: Windows XP and Ubuntu so it is unlikely hardware
related error.
3. I have just double checked with my freshly upgraded VBox 3.0.10 - I still
cannot complete Win2k setup on Windows XP host. At some point I suspected
that memory assigned to virtual machine can cause issue. But even after
increasing it to 768MB which seems to be quite a lot for Win2k I failed to
complete setup.
