We distribute the Guest Additions .iso separately since ages, we did
this even for version 1.6.0 which was released in April 2008. You don't
need to download this file as the .iso is included in every package.
Though we make the .iso available for download to allow distribute this
image by third parties, for example Linux distributions. This is covered
by the PUEL license.

We never checked if this software works in VirtualBox. Without VT-x
you will not be able to run 64-bit guests nor will you be able to run
a guest with more than one guest CPU. But I don't see a general
restriction why this software shouldn't work on VirtualBox without
VT-x, just try it out.
