I tried the update again today and seems to be working without any modification 
of guest config.

Please retest in the released 3.1.0 version.

For diagnosis, do any of these steps allow the VM to boot:

- Disable VT-x/AMD-V

- Disable USB, Enable IO APIC, Boot VM, install ACPI Multiprocessor
HAL, Shutdown VM, Enable USB, Reboot VM
(Google HALu for a program to change the HAL, or the VirtualBox
migrate page says do a repair install from OS media.)

- Disable USB, Boot VM, Uninstall Guest Additions, Shutdown VM, Enable
USB, Reboot VM

... if so, then I think we have the same problem and please add
details to the ticket above.
