Domain to Domain on server gets this: Sorry, no mailbox here by that name. vpopmail (#5.1.1)

Any ideas why domains on a server can't send to another domain on the
server?  They get this message:  Sorry, no mailbox here by that name.
vpopmail (#5.1.1)

Any ideas?
