quota BUG ?

Hi all.
I'm using vpopmail-4.9.8-1 with mysql support, Large site tables.
I'v set hardquota in ./configure  to 20MB ...
in *.h (config.h) files it looks rihgt ( #define HARD_QUOTA 20000000000),
but when I add user (using shell command, also using qmailadmin ..)
, the insert into SQL is 
pw_shell = -1474836480

any ideas ?
