CCLA for NC State

The VCL Incubator project was approved at the end of September.   
Recently the accounts have been created and we are ready to move on   
to vetting the code.  At this point the CCLA from NCState does not  
appear to have been logged in officers/cclas.txt.  Is this the correct  
place ?

The CCLA has been FAXed, snail mailed and e-mailed.  I expect Apache  
Con didn't help matters.  Is there something holding up this CCLA that  
we need to do on our end or is this in an Apache queue somewhere?
