Patch Set 3: I don't think that a change from 2 to 10 sec will do a change since we are computing the host load in soft fencing and multiply it by 2 just to be on the safe side. However, I would not got for 30 or 60 seconds since in case that soft-fencing fails this means that HA VMs recovery will take more time.
