context utility method calls are not thread safe

This is interesting.  Are you sure that :

1) There is a new context created per merge()?

2) There is a fresh writer used per merge()?

3) The items in the context are threadsafe or aren't shared?

I looked again at Velocity.mergetTemplate() and its fine.  It uses the same 
pattern as the normal approach used in Servlets so I can't see why your 
approach would produce any problems.
