I may be missing something that's already possible, but might it be an idea to add the option of passing additional parameters to tools within the toolbox.xml?
For instance, I was writing a GoogleTool to allow searching against their Web API. It seemed to me that it's most appropriate to use application-level scope for this tool, but I'm having to pass it's configuration value (a license key) as an application context parameter in web.xml, which seems somewhat disingenuous.
