1.4 branch created

I branched the VEL_1_4_BRANCH off of the VEL_1_4_RC1 tag so that I could check 
in some code which is targetted for post-1.4.  I considered using a 1.5 
branch, but with 1.4 in release candidate stage already, I deem moving forward 
with the HEAD more appropriate.
