+1  it might also be good to distinguish in this new wiki ToDo page
the difference between items that merely have interest, those that
have consensus, and those that have code in progress or patches

+1, and if i may say, 3 years is damn generous.  many apache projects
mark those absent for 6 months as emeritus.  i'd say on this project 1
year is about the right timeline for moving people to emeritus,
especially if they haven't even been active on the lists.
