Definitely!  I'm still using 1.3.1 for most things  :)
And I doubt I'd upgrade old projects to use a newer version of velocity.

Yes, let's not allow B.C. continue to propagate bugs as features indefinitely.
Let's see some consistent and predictable null and whitespace handling.
Then, I'll be interested in upgrading to a new version of velocity.
