That is not a bug.  Suspending a tape does not prevent it from being read,
only written to.
 
I would implement Ed's suggestion about the primary going to disk.  Of
course you are probably talking about a gazillion bytes of data and you
don't have the disk space for it.
 
You could also use inline tape copy to create 2 tapes, one for off site, one
for restoring to your dev/accp.  Probably the safest solution.
