One of the things I've seen as a problem that might not be detected by NBCC is any inconsistencies in the global device database. Take a look through vmglob -listall to see if all of the entries are valid. I.e. no tape drives listed for media servers that no longer exist, no media server entries listed for systems that cannot be resolved/contacted/etc., entries without serial numbers, etc. This can cause problems with nbpushdata when the devices are populated into EMM from globDB. So NBCC may not show any media errors (inconsistencies between volDB, mediaDB and imageDB), but there could potentially be some problems in globDB that may cause errors to show up in the nbpushdata, and subsequently cause problems for nbemm.
Not that this was the problem in Nick's case, but just another suggestion.
