Thanks. This person will be an Administrator, and although I do not have
a real problem with this, it was just a thought at trying to lock them
down while I thought about it, so they did not kick off any backups, or
amend robots, tapes, ect.
 
Unless they are Admin, no one can "logon" to the server locally.
 
The Java option is poss, but it could be possible for anyone to alter
this file.

As far as I am aware you do not need the NBU Admin Console to do
restores.  You only need the Backup, Restore and Archive tool.  My guess
is that you could install the NBU client (w/ BAR) on their desktop and
allow that desktop to submit restore jobs but that isn't a great
picture.  This would allow this person to restore data from any host to
any host which isn't exactly "locked down."  All of our servers have
assigned administrators and when they need a restore they just run the
BAR tool on whatever server they need the data on.  We don't allow
non-admins to log on locally to our servers, and if you can logon
locally you might as well be able to restore to that same server.

I recall the 3.4 doing this, however, the Java is slow, slow, slow.
 
I was however, reading up on VxSS - I am not too sure if this is the
right way to go about it (it actually looks like a component or license
may be needed).
 
If anyone is in a Windows environment, or can help me find a possible
solution or work around, that would be great.

Wonder if I can get clarification. 

NBU 5.1+MP5 Master with multiple media servers. 

Users access the Console via Remote Desktop (Currently 2 people only
that use it for restores). 

A 3rd person needs access, but this time I want to try to "lock down"
the NetBackup GUI console for just restores only. 

Is it possible, via the Remote Desktop function to do this task for one
single user, not affecting anyone else? 

An alternative, would be I guess to install the Console Tools "locally"
on their workstation perhaps? But can it still be locked down? The
Console is a Windows based tool I believe.
