By default, NetBackup still wants to use the evil VSP. However, on Windows
2008, you can't even install VSP (which is a good thing). You need to tell
your master that for this client, use VSS.

>From a Windows master, you probably have the bpclient utility installed, or
you can go into your admin console, go to Host Properites, Master Server,
select your master, select Client Attributes, add the client, go to the
Windows Open File Backup tab for this new client, check the box to enable
open file backups, and then select the radio button for VSS. The radio
button text says it's for Windows 2003 and Vista only, but it also applies
to Windows 2008. No wonder I like the command line instead of the GUI :-)
This isn't well documented but it does become a bit more obvious if you
enable bpfis logging on the client as part of your troubleshooting. A clear
technote on how to configure a Windows 2008 client might be in order from
Symantec...
