13 is a fun one. If you haven't resolved it yet, check the following:
Does the backup fail on incrementals as well as fulls, or only one?
Check the event log for clues to other issues going on with that server
Can you transfer a large file over your backup network successfully?
Check switch/port logs for errors
Test the cable
Try backing up your server as individual jobs, such as Shadow Copy
Components, C:, D:, etc., to narrow down a possible problem area. Allowing
Multiple Data Streams in the policy will acheive this automatically
without making other changes to the policy (but don't forget it will
effect all other clients in that policy)

Take a look at the following troubleshooting guide specifically for EC 13:

[Veritas-bu] Getting Error 13

We have 5 clients running Windows 2008 and most are running fine, but one
is failing with error 13. This is the error messages I am getting:

Error bpbrm(pid=2972) socket read failed, An existing connection was
forcibly closed by the remote host. (10054)
Error bptm(pid=6116) socket operation failed - 10054 (at child.c.1294)
Error bptm(pid=6116) unable to perform read from client socket, connection
may have been broken
Error bpbrm(pid=2972) could not send server status message
end writing; write time: 00:43:26
file read failed(13)

We are backing up All_Local_Drives

It is also a Domain Controller.

Any help would be appreciated.
