Morning John
You do need a SQL License on the Master, and the Policy must be a SQL
application policy for the backup.
 
Failing this, you can configure SQL Server to do "offline" backups to a
flatfile on a local or Network drive. Then NetBackup treats it as a
single file and backs the file up normally.
Just bear in mind that there are some limitations on backups and
recovery with NBU and SQL Server Express, one of them being partial
backups not being fully supported, due to limitations in SQL Express.
 
However, I do believe its covered in the SQL Admin Guide. It can also be

Hello All; 

After recieving "operation not allowed during this time period(199)"
errors while trying to backup an SQL 2005 Express database. I'm assuming
that Veritas NBU 6.5.4 will not backup SQL Express. 

Would me my assumption be correct?
