The OST plugin will help you with the offsite copy to your duplicate DD appliance because the use of optimized duplication, available when using OST and NBU, reduces the bandwidth used to duplicate images, speeding up the duplication process.
Using an SLP (Storage Lifecycle Process) to manage your duplications should allow you to specify a backup destination (in your case your local DD appliance) followed by two duplication targets (one being your 2nd dd appliance and one being a local tape drive). We've never used the VTL option so I'm not sure if you need to have this configured in order to be able to duplicate to tape from a DD appliance.
