You can have "unlimited" clients but it is not recommended to have more than
90 media servers.
Also you must know that NetBackup can start one job (not policy) per second.

This is, imnsho, almost entirely dependent upon the skill level of the
Admin. Many admins are capable of almost singlehandedly administering
multi-thousand client installations with dozens of media servers in multiple
locations. Scripts, automation (where applicable), and some long term
retention of good Ops folks go's a long ways...

If, however, you're looking for a good estimate of how much a given
contracted resource can handle, that's a completely different kettle of
fish, and it's going to vary from resource to resource, and from resource
companies, etc.
