Issue appears to have been permission related.  I am logged in as myself 
(jlightner) but am an Administrator on the Windows 7 box.   Adding the files to 
C:\Users\jlightner\AppData\Roaming \VERITAS\java\710000 didn’t work.

I decided to check other users on the system and found that 
C:\Users\Administrator\AppData\Roaming \VERITAS\java\710000 already had the 
files but I didn’t have access for some reason.   When I tried to go to it in 
My Computer it asked if I wanted to add permanent access for myself and I 
answered yes.   After that the NBU Java Console is properly storing information 
including the last used server (my master) as it did on XP.

Does anyone know where the preferences/servers are stored on Windows 7 install 
of the NBU 7.1 Java console?
Alternatively does anyone know how to make the console store the master server 
as default host on Windows 7?

DETAILS:
On Windows XP Windows 7 is properly storing the preferences and they appear to 
have been stored in:
C:\Documents and Settings\<user>\Application Data\VERITAS\java\710000 in files
_vrts_nbe_NBEloginLists_vrts-nbe-AdminConsole_prefs.properties
_vrts_nbe_NBEWindowPreferences_vrts-nbe-AdminConsole_prefs.properties

My reading suggests that NBU versions prior to 6.5 used the Windows registry.

For NBU 7.1 reading confirms Windows 7 is supported but nothing was found that 
tells me where it stores the settings.

The console installation is working and I can access my master just fine using 
it.  However,  every time I open it  have to change the server and user name 
instead of it remembering – it always defaults to my local workstation name.   
In 7.1 on XP it remembers it properly.   Documentation shows it is supposed to 
remember this and by testing my XP workstation I was able to identify the above 
files as the ones changed when a new server is accessed.

In Windows 7 C:\Documents and Settings is a “junction” to C:\Users.
Also C:\Users\jlightner\Application Data is a “junction” to  
C:\Users\jlightner\AppData\Roaming.

I created the VERITAS\Java\710000 directory structure under the above Roaming 
on the theory it would be the equivalent path but no luck.

Looking at the CMD window spawned during startup of the console I don’t see any 
errors.
