I would have to ask what is the requirement for other backup software on
at the same time, and what software is it?

You could partition libraries to enable them to utilize different pieces
of software, but usually these are the enterprise class libraries and are
expensive. While partitioning will allow you to share the robot(s), you
still need dedicated slots, drives and media.

I have some questions regarding NBU 7.1 on windowas platform ( 2008 server
) attached to tape library:

1. Is it recommended to use another backup software on the same mahine at
the same time with NBU?

2. If I had to have bothe software machines what is the expected behaviour
( If any one have done this exercise and willing to share their experiance
