Yes: Enabled defaults to 0, because until you have the attributes for a resource configured the monitor will almost surely fail because it doesn't have sufficient information to check the status, and this is extremely inconvenient while you are trying to configure the resource. In the period between creating the resource and having it configured enough for successful monitoring, you really don't want VCS trying to monitor it.
