you need to fix the monitor. ConfidenceInterval sets how long the resource must report online before the fault counters are cleared. So you need 5 minutes (default) of your monitor reporting online to clear.

It reports offline an escalating number of times, while it should be online, but it is less than ToleranceLimit of 30, which means it needs to report offline 30 times before you actually believe the monitor. This counter is cleared by online being reported for ConfidenceInterval seconds.
