Branches and tags are simply a copy of a folder in another. By convention, from /trunk to /branches/xxx or /tags/xxx To do so in Versions you simply drag, either in a WC or directly in the repository the folder you want to branch where you want while keeping alt pressed. Versions will ask you the new name and make a copy.
Unfortunatly there's no UI yet to merge your changes back (but I'm sure the devs have seen the request by now).
