Updating and committing should always be quite fast. However, checkout and export should take longer but be in the same ballpark. Are you sure you're checking out and exporting the same directory? In any case, Versions uses the APIs exposed in the Subversion libraries, so barring some really strange processing inside Versions, this sounds like a Subversion issue...
