It may be grayed out if you have selected a repository bookmark instead of a working copy bookmark. If you haven't checked out a working copy, you'll need to do that first.

You use "Add" locally, rather than "Import". Generally speaking,
import is only for adding from your computer directly to the
repository. Normal workflow is to add files in a working copy, then
commit as a group when you're ready.
