According to

this is because Veusz.exe needs to have a manifest file built into it to
load the correct SxS version of the runtime.
I have a 2nd beta which seems to fix this for me - hopefully it will for
you.

By the way, is there a way to build python extensions (pyminuit comes to
mind) so that the binary build of Veusz will find them?
