Ok. I've narrowed this down to
~/Library/Saved Application State/org.python.veusz
Some circumstances of open/resizing modal and non-modal dialogs causes
this directory to be created. The next time Veusz is used, the non-modal
dialogs (e.g. Import) don't appear.
Here's a test release which has a hack to delete the veusz saved state
before startup. I've also fixed the splash screen:
